This is a simple mobile responsive site with central news scrolling and admin panel, see attached for the specifications. the development approach will be in 3 phases, design, prototype html and backend APIs upload to either Azure, AWS or GCP which ever is cost effective and within the skillset of the the team. The fixed cost is not movable.
