I can implement your project in AVR or Stm32 microcontronller series. I am well versed with STM32 HAL libraries if that is the route you want to take. I can also program the chip via direct register manipulation. As far as the AVR platform I use Atmel Studio and program the microcontroller in C or Assembly.
