I am able to create Excel forms with VBA coding/conditional formatting that will give you a standalone file. These forms can be protected so that only the owner of the sheet can edit the file, but the file will still be flexible enough for people to not feel constrained. I've created 100+ excel forms/tools for my company that are being used. These tools vary from automatic bubbling tools for prints, throughput calculators, project trackers, tool dimension generator based off of blank dimensions, data analysis forms, overtime schedules, timesheet trackers, and SAP data analysis.There is really no limit as long as there is a clear understanding of the task that needs to be completed.
