Ukraine war: Putin threatens to rip up g

Vladimir Putin has threatened to "limit" grain deliveries to the West as he accused rich countries of "brazen deception" of the developing world .

The Russian President said Moscow had done everything it could to ensure Ukraine was able to export its grain, but that problems on the global food market were likely to intensify and that a humanitarian catastrophe was looming.

Putin said Russia had signed the deal in July, brokered by Turkey and the United Nations, on the understanding it would help alleviate surging food prices in the developing world, but instead it was rich Western countries that were taking advantage of the deal.

"If we exclude Turkey as an intermediary country, then almost all the grain exported from Ukraine is sent not to the poorest developing countries, but to European Union countries," Putin told an economic forum in the eastern city of Vladivostok.

"What we see is a brazen deception...a deception by the international community of our partners in Africa, and other countries that are in dire need of food. It's just a scam."

After weeks of hinting at it, Ukraine has claimed responsibility for a series of strikes on Russian airbases on the annexed peninsula of Crimea.Valeriy Zaluzhnyi, the Ukrainian army's commander in chief, said the strikes had been carried out by missiles or rockets, including one that caused devastation at the Saki military facility last month.Ten warplanes were destroyed, he said, without elaborating further in an article published on state news agency Ukrinform.

The mayor of an occupied city next to Zaporizhzhia nuclear power plant has warned that parts of Enerhodar  are now on the verge of humanitarian disaster.

Dmytro Orlov today said two neighbourhoods were still without electricity after "numerous shellings" on the city which has faced near-constant shelling in the south eastern region of Zaporizhzhia.

The International Atomic Energy Agency's (IAEA) report on the Zaporizhzhia nuclear power plant fails to set out next steps for the station, Ukrainian presidential advisor Mykhailo Podolyak said.

"The key part is missing in (IAEA director general) Mr Grossi's report: There is no definite algorithm of what we must do," he said.

"It says both sides have to negotiate, but it doesn't say that Russian troops must vacate the Zaporizhzhia nuclear power plant. 

"It doesn't mention a 10 to 15 km demilitarisation area."

Russia controls Europe's largest nuclear facility in southern Ukraine, with Kyiv and Moscow exchanging blame for shelling in the area.Russian President Vladimir Putin and his Chinese counterpart Xi Jinping will meet in person for the first time since the war began next week.
