I've been creating WordPress themes from scratch for over 9 years, with over 1500 themes sold already. I start with the design in Figma and once the design is approved by you, I will start writing all the code to convert the design to a full functioning website on any screen size. All code will be written in a manner that will make it easy for any developer to add features in the future if need be.
