Abhijeet completed delivery of all requirement specifically: (1) Actual SPFx .sppkg deployed on CDRH SmartSearch App Catalog (2) Source code changes to Style.CSS that overrides Microsoft's default Modern page .CSS stylesheet file and (3) Clear documentation of what does what.
