I work EST but can make temporary exceptions to meet for calls early or late depending on your timezone.

Once terms are established and a project is underway I prefer to communicate asynchronously via IM, Trello or similar PM tool.

Time based bi-weekly payment is ideal, although I have worked for spec and will do so again if the spec is specific and I trust that your expectations for spec work align with my own (i.e. you know not to tack on tasks without paying).
