The Requirement Document should have the details of the problem statement and the expected solution.
The time within which the solutions needs to be delivered.
If there is any licensed product required for the solution the cost has to be beard by the client although I will give effort to use open source product to mitigate the cost.
The cost of the project is determined by the time of the delivery. The quicker the solution needs to be available the more the cost will go up as it will require extra efforts and time to build it.
