My work strategy:
1. I start to strongly recommended relevant linking, we should concern about relevant back links.
2. Second time, I would like to index all pages of your site. For indexing bookmarking is the best way I think.
3. After then I would like to concern High PR back links whatever relevant or non relevant. It may be Forums link, Blog link, Community link,.edu link, .gov link etc.
